He was horse-steward to the Yamanouchi-Uesugis, who ruled Yamanouchi, Kamakura. He had served in the same capacity under Mochiuji Ashikaga before. He assisted Norizane Uesugi and later his son, Noritada. He made Noritada Kanrei, or Governor-General, of the Kanto area. After Noritada was killed by Shigeu Ashikaga, Kagenaka fought Shigeuji, drove him to Koga in Ibaraki Prefecture, and controlled the Kanto area. He encouraged learning and ably ruled the area.
