From 1897 studied at Saint St. Petersburg University.
Active in student political movement. 1898 connected with Saint St. Petersburg League for the Liberation of the Working Class. Ran workers’ Marxist circles.
1899 arrested for these activities and exiled for three years to Ufa Province. Subsequently several times arrested in Saint St. Petersburg, Samara, Tula, Kiev and Riga for his Party work. 1905 sentenced to five years’ exile in Olonets Province.
But went underground to evade his sentence. Contributed to Bolshevik newspapers “Novaya zhizn’”, “Volan”, “Vperyod”, “Ekho” and “Vestnik zhizni”. March—October 1917 ed, Bolshevik newspaper "Vperyod”.

Frequently elected member, All-Russian and Union of the Soviet Socialist Republics Central Executive Committee.
