He got his education at the Moscow State University of Railway Transport(1979), at the Institute for Retraining and Further Training under the Government of the Russian Federation (1994).
Since 1979 he worked as a foreman and as a master of the car depot of the Moscow railway. Since 1981 Abramov worked on the released Komsomol work as the secretary, as the 1st secretary of the Voskresensk city committee of the Komsomol, then he firstly became the 2nd and later the 1st secretary of Moscow region committee of the Komsomol.
Since 1992 he worked as a deputy manager of Finist Bank, then worked at the public affairs service of MENATEP Bank, where he met Vladislav Surkov (who became his immediate superior since March 1994). In March 1996 Surkov moved to CJSC "Rosprom" and took Abramov with him. In February 1997, he moved to Alfa-Bank with Surkov, where Abramov assumed the post of the Head of the Government Relations Department and later he became the First Vice-President. Since December 7, 1999 Abramov worked as the Deputy Head of the Presidential Administration of the Russian Federation.
On 1 September 2000 Abramov was appointed Secretary of the State Council of the Russian Federation. In March 2004 he was appointed Assistant to the President of the Russian Federation. He served as Secretary of the State Council of the Russian Federation and carries out organizational, information and analysis support of the State Council. On behalf of the head of the Presidential Administration of the Russian Federation, he carried out measures to organize trips throughout the country for the President of the Russian Federation. After the election of the new President on May 13, 2008 Abramov was reassigned to the same post.
Abramov married to Olga Vladimirovna Abramova. According to the 2008 records, the spouses own 6 land plots (total area of them is more than 6 thousand square meters) and a house (461.3 m.).
