Under Anosov self-rule took turn for the solution of social issues. Being the head of the duma “party” of intellectuals, Anosov sought the financing of numerous large projects (urban beautification, enhanced education, the establishment of urban charitable institutions and others), that lead to financial crises of self-rule and the following domination of the conservative “party”, composed of merchant class. In 1901 Anosov moved to Kazan.

Graduated from Law Faculty at Moscow University (1866).
Career
A chairman of Voronezh magistrate convention (1871 – 1875). A councilor of Voronezh city duma (1871 – 1883, 1887 – 1891), mayor of Voronezh (1857 – 1883). Since 1879, a member, later deputy chairman, chairman of “Voronezh learners welfare society”. Since 1883, the head of Voronezh branch of the State bank.
