He graduated from the Voronezh Musical Training Complex (1968).
Alexey Tikhonovich worked as head of the club of the village of Verkhnee Turovo (1961-1970), director of the Khokholsky district House of Culture (1970-1997), head of the culture department (1997-2002), deputy head of the youth policy, culture, sport and tourism department of the Khokholsky district administration of the Voronezh region (2003-2004). He is the author of many songs: "Steppe", "Koltsovskiy Krai", "Song of Khokhle", "Song of Don" and others.
Creator of the choir of folk songs at the regional House of Culture (1970), which became the basis of the ensemble "Bylina" (1981). The collective of the ensemble under the artistic direction of Koltakov took part in many expeditions to collect Russian folk songs, became the winner of the All-Union television competition "Comrade Song" (1984), I-st and II-nd All-Union festivals of folk art (1985, 1987), student and owner Grand Silver Medal at the International Folklore Festival in Strazhnitsa (1988, Czechoslovakia).
