1903 graduate Orenburg Theological College. 1903-1906 studied at Kazan'Teachers’Seminary and Moscow Theological Academy.
Tor participation in revol movement expelled from Moscow Theological Academy. 1910 emigrated: for over two years toured Poland, Austro-Hungary. Yugoslavia, Bulgaria, Turkey, Syria, Palestine, Egypt, Abyssinia, the Arabian Peninsula, Persia, India, Ceylon, the Malay Archipelago, Indo-China, Southern China, Formosa and Japan.
Paid his way by working as photographer. 1911 met Lenin in Geneva. 1913, on return to Kazakhstan, conducted revol work.
Summer 1913 went lirst to Simferopol' and worked for branch of Pulkovo Observatory, then moved to Petrograd. One of leaders of 1916 Ccntr Asian rebellion. 1917 political work in Kazakhstan.
November 1917 appointed extraordinary military comissar for Turgay Oblast by Russian Soviet Federative Socialist Republic Council of People's Commissar. Chairman, 1st Turgay Oblast Congress of Soviets. From May 1918 extraordinary comissar for Steppe Kir (Kaz) Kray.
Directed mustering of Kaz Red Army units. Active in establishing Soviet regime in Turgay Oblast. July 1919appointcd deputy chairman, Revol Committee for the Administration of the Kir (Kaz) Kray.
From October 1920 deputy chairman. Presidium, Kaz Ccntr Executive Committee and Kaz People's Commissar of Social Security. From 1938 member, from 1951 deputy chairman, Presidium, Kaz Supreme Soviet.
