Anatoly Fedorovich Diakov was born in 1936.
He held the posts of adviser to the chairman of the board of RAO UES AB Chubais, chairman of the scientific and technical council of RAO UES, president & scientific director of the Engineering Center of the Unified Energy System.
In 1996, on the initiative of President FHR Valentin Sych, the Russian Hockey League (RHL) was formed. In agreement with the Chairman of the Government of Russia Viktor Chernomyrdin, the project was overseen by RAO UES.
April 17, 1996 in Moscow, the founding conference of the RHL was held, where he was elected President (the first and only) of the new league. In this position he worked until June 30, 1999, when the League was actually liquidated (officially liquidation occurred in 2000).
Moreover, in 1996-1999 he headed the Russian Hockey Support Fund.
