Andrei Afanasyevich Kokoshin

Background

Andrei Kokoshin was born on the 26th of October 1945 in Moscow City, Russian Federation into the family of a front-line officer, participant of the Victory Parade.

Education

In 1963 Kokoshin graduated from the middle school for working youth with a gold medal. In 1969, he graduated from the Bauman Moscow State Technical University with a degree in radio engineering.He received his doctorate in political science as well.

Career

In 1974-1991 A. Kokoshin held the posts of junior researcher, academic secretary, department head, deputy director of the Institute for US and Canadian Studies of the USSR Academy of Sciences. From 1992 to 1996 he was the First Deputy Minister of Defense of the Russian Federation. He held the position of State Secretary - First Deputy Minister of Defense of Russia from 1996 to 1997. In the 1990s, he was actively engaged in the development of military and military-technical cooperation between Russia and India. From August 28, 1997 to March 3, 1998 A. Kokoshin worked as a State Military Inspector, Secretary of the Defense Council of Russia. Also from March 3, 1998 - September 10, 1998 he was a Secretary of the Security Council of Russian Federation. In 1998-1999 he served as vice-president of the Russian Academy of Sciences - responsible for the Russian Academy of Sciences research in the field of national security. A. Kokoshin was a Member of the State Duma, 2003-2008. Since 2003 A. Kokoshin is the Dean of the Faculty of World Politics of Lomonosov Moscow State University. He is a Doctor of Historical Sciences, a professor, correspondent member of the Academy of Sciences of the USSR in the Department of Economics (World Economy, International Relations) since December 23, 1987. Since January 16, 2008 he has been working as the First Deputy Chairman of the State Duma Committee on Industry, Construction, and High Technologies. He is the Chairman of the Scientific and Technical Council under the Ministry of Defense of Russia.

Achievements

• A. Kokoshin is one of the developers of federal laws "On Defense", "On State Defense Order" and "On Mobilization Preparation and Mobilization of the Russian Federation".
  
  He developed such programs as "Asymmetric response" to the "Strategic Defense Initiative" (SDI) of United States President Ronald Reagan.
  
  A. Kokoshin is the initiator and one of the developers of the Federal Law "On the honorary title of the Russian Federation "City of Military Glory" and co-author of the law "On the Russian Corporation of Nanotechnologies"; amendments to the law "On Ratification of the Treaty between the Russian Federation and the United States of America on Measures for the Further Reduction and Limitation of Strategic Offensive Arms", etc.
  
  He did a lot of work to restore a number of large monuments of the cultural and historical heritage of Russia in the Yaroslavl region.
  
  A. Kokoshin was actively participated in the establishment and development of the Eurasian Economic Community (EurAsEC) and the Collective Security Treaty Organization (CSTO), the Customs Union of Belarus, Kazakhstan and Russia.
