Atsushi Takagaki was born in 1907 in Toyama Prefecture.
He graduated from Tokyo University (1931).
Upon graduating from Tokyo University he entered Fisheries Section of Agriculture and Forestry Ministry. He was appointed chief of Fishing Craft Section of Fisheries Agency (1941). He was professor at Tokyo University (1942). He produced unique achievements in naval architecture especially in designing of fishing vessel and opened up a new field in fishing craft architecture. Also he was an active as councilor for Shipbuilding Association. Books include "Elementary Arithmetic for Shipping."
