Educated locally and at the French Institute of Overseas Studies.
A clerk in the colonial government, he became chief clerk at the court and later director of the Gabonese College of Administration. In 1961 he was appointed Director of Labour and Manpower and Chef de Cabinet in the Ministry of Labour from 1963 to 1965. He started as a minister, with brief spells in January 1967 as Minister of Youth and Sports, in April as Minister of Justice and in September as Minister of Interior. When Albert Bongo came to power and launched the Gabon Democratic Party (PDG) he was elected a member of the executive committee. He became Minister of Finance in July 1968.
