Frost. This artist makes his first appearance before the public in these pages. These are the only drawings upon wood that he has ever executed, and they are so nicely illustrative of the text, they display so much originality and versatility, and they have such genial humor, with so little extravagance and exaggeration, that they seem to me surely to give promise of a prosperous career for the artist. It ia customary upon these occasions to say something of an apologetic nature for the purpose of inducing the public to believe that the author regards with humility the work of which he is really exceedingly proud something that will tend to soften the blows which are expected from ferocious and cruel critics. But I believe I have nothing of this kind to offer. If I thought the book required an apology, I would not publish it. A ny reviewer who does not like it is at liberty to say so ;and I am the more ready to accord him this permission because I am impressed with the conviction that he will hit as hard as he wants to whether I give him leave or withhold it. All I ask is that the volume shall have fair play. If it is successful as an attempt to construct a book of humor which will contribute to innocent popular amusement without violating the laws that govern the construction and orthography of the English language, and as an effort to give pleasure to sensible grown people without offering entertainment to children and idiots, it deserves commendation. If it is a failure in these respects, then it ought to be suppressed, for it certainly has no mighty moral purpose, and it is not designed to reform anything on earth but the personal fortunes of the author. On a First-day morning inS ixth month of the year 1861 George Fotherly drove in his square carriage with his stout bay horse along the road from his farm amid the hills and up the steep incline of the street. Charles Heber Clark was born on July 11, 1847, at Berlin, Maryland, United States. He was the son of an Episcopalian clergyman, William J. Clark, who as an abolitionist and Northern sympathizer drifted unprosperously from one Maryland parish to another and finally withdrew from the ministry.
Clark got his schooling at Georgetown, D. C.
Clark began life at fifteen as an office boy in a Philadelphia commission house, later served two years in the Union army, and on his return to Philadelphia in 1865 found work as a reporter on the Philadelphia Inquirer, where by luck and some ability he rose in two months’ time to be editorial writer and book reviewer. The rest of his life was given to Philadelphia journalism, with authorship and politics as by-products.
At different times he wrote for the Evening Bulletin as musical and dramatic critic, for the North American as editorial writer during the presidential campaign of 1904, and for the Textile Record, of which he was for some years sole proprietor. His literary repute depended almost entirely on his first book, Out of the Hurly Burly (1874). For thirty years the horseplay and labored extravagance of the book found an appreciative audience both in America and in England. He followed it with Elbow Room (1876), Random Shots (1879), and other works. As a novelist Clark was not very competent, his chief merit being a genuine fondness for his backgrounds, which were either his boyhood Maryland or Conshohocken, on the Schuylkill, where he made his home.

In political economy Clark called himself a disciple of Henry C. Carey, and as an advocate of a high protective tariff, for which he harangued voters and lobbied before the Ways and Means Committee at Washington.
Clark was the secretary and a member of the Manufacturers’ Club of Philadelphia.
In person Clark was tall and gaunt, with the preternaturally sober face popularly attributed to humorists. He loathed his reputation as a humorist and tried to live it down.
Clark's first wife was Clara Lukens of Conshohocken, who died in 1895; in 1897 he married Emily K. Clark, who survived him.
