Mr. Ho was born in Tongcheng, Anhui, China, in 1898.

While yet young Ho Chi-kung took up the study of Chinese literature, agriculture and political economy.
In 1917 he was promoted the Wuhu Agricultural Ground. Later he became a teacher and reporter in Peking. In 1924 Mr. Ho served as secretary to the Defence Commissioner of Northwestern Frontier. Then he was sent to Soviet Russia to study politics. In 1925 Mr. Ho served as secretary-general of the Commander of Suiyuan Force, and later as secretary-general to the Commander of Peking Metropolitan Guard. He went to Japan in 1926, then to Moscow and returned to China with General Feng Yu-hsiang.
Later Ho Chi-kung was appointed as secretary-general to the Commander-in-Chief of the National 2nd Group Army and concurrently advisor to the National Government. In 1928 he became chief of the civil administration of South Henan, and concurrently Commander of Min Twan Chun (Militia Corps). He also served as an executive member of the Political Committee and chief of the Internal Defence Department in the Headquarters of the National 2nd Group Army, member of the Kaifeng Branch of the Central Political Council.
From 1928 to 1929 Mr. Ho acted as a Mayor of the Peking Special Municipality. He was a member of the Peking Branch of the Central Political Council, member of the Reconstruction Committee of the National Government, member of the Nanjing Metropolitan Reconstruction Committee of the National Government, member of the Flood Relief Committee of the National Government. In 1931 he served as member of the political department in the Headquarters of the Generalissimo of the Army, Navy and Air Force of the National Government, member of Anhui Provincial Government and concurrently Commissioner of Education, and secretary-general of the National Finance Committee of the National Government. In 1932 Mr. Ho was re-appointed member of the Anhui Provincial Government and concurrently Commissioner of Finance, and member of the Hwai Ho Drainage Committee of the National Government.
Between 1932 and 1935 Ho Chi-kung held the post of a secretary-general of the Peking Council of Political Affairs of the Executive Yuan and concurrently member of the said Council.
