Mr. Hsu served as a Mayor of Shantou, later Vice-Minister of Commerce and Industry of the National Government, Nanjing. He was a member of the Fujian Provincial Government and concurrently Commissioner of Finance. Hsu Hsi-ching joined the Fujian Independence Movement of 1933, and was appointed Vice-Minister of Finance and concurrently member of the Economic Council of the Fujian People's Revolutionary Government. Mr. Hsu lived in retirement since January 1934.
