In 1671, Chuzaemon Ushigome was appointed 23rd Governor of Nagasaki in which capacity he introduced several reforms such as a bill for regulating commerce, measures to stamp out smuggling , reconstruction of Seido (Confucian chapel) , building of piers for Chinese ships and the laying out of gardens for the cultivation of medicinal herbs. Resigned after 10 years of service in 1681.
