Bartell was born on November 1, 1934 in Kingstree, South Carolina, United States; the son of Clelmer H. and Grace (Wilson) Bartell.
Bartell received a Bachelor of Science degree from Davidson College in 1957. Seven years later he earned his Doctor of Philosophy degree in zoology from Duke University.
Bartell began his career as a research associate at Tulane University in 1966. Three years later he became an assistant professor at the University of New Orleans. Since 1973 Clelmer was an associate professor at the same university. In addition, he was appointed an associate chair of the department of biological sciences at the University of New Orleans. Also Bartell held a position of a professor at the University of New Orleans until his retirement in 2004 as a professor emeritus.
