In 1876 Ivan graduated from the 2nd Kiev Gymnasium with honours and entered the Kiev Imperial University of Saint Vladimir where he completed his studies at the Faculty of History and Philology in 1880.
After graduation from the university Dmitry continued his professional development at the Imperial University in Kharkov and in 1884 became a private docent. Since 1887 he was a full professor and in 1906-1911 even the President of the Imperial Univeristy in Kharkov.
During the era of Tsarist Russia he was a civil servant and occupied different posts such as the Mayor of Kharkov, 1914-1917 (present-day Kharkiv, Ukraine), member of the State Council of the Russian Empire, 1906, 1911-1914, etc.
Bagaley is the author of a number of works about the history of Russia in the XV-XVIII century, including such books as Sketches from the History of Colonization of the Steppe Edge of the Muscovite State (Moscow, 1887), To the History of the Settlement and Economic Life of the Voronezh and Kursk Territories (Kharkov, 1896), etc. He also published reviews of the works of Voronezh local ethnographers. SInce 1900 he became a member of the Voronezh Scientific Archival Commission.
In March 1911 he came to Voronezh for the opening of the exhibition dedicated to Nikolay Ivanovich Kostomarov (one of the most distinguished Russian historians). Besides, Dmitry Bagaley wrote the brochure The days of Kostomarov in Voronezh. March 27-29, 1911 (Kharkov, 1911).
