Since 2001, he has worked in the tax authorities as the Deputy Head of Inspectorate of the Russian Ministry for Taxes and Duties of the interdistrict level working with the largest taxpayers in St. Petersburg. Also, he was the Head of the Control Department in the alcohol and tobacco’s production and turnover, the Head of the Economic Department, the Deputy Head of Russian MTD for St. Petersburg. On 19 November 2004, he was appointed Deputy Head of the Federal Tax Service. He supervises the staff management, the sphere of their own security, the financial support for the Federal Tax Service work and activities of tax authorities of the Central Federal District as well.
