In 1957 Evgeniy completed the 9th grade. A year later, after receiving a silver medal, he entered the Physics and Mathematics Department of the Zhitomir Pedagogical Institute. After the 1st course he transferred to the Kazan Aviation Institute, to the radio faculty.
In 1975 Bogachev graduated from the Kazan Financial and Economic Institute and got an extramural economic education. Evgeniy Borisovich defended his thesis and in February 1998 became a Doctor of Economics.
In 1966 Bogachev became the head of the workshop for equipment repair at the Kazan plant of household appliances. In November 1967 Evgeniy Borisovich was appointed chief engineer of the association for the television and radio equipment repair "Ekran". And a year later - general director. In 1970 he became deputy minister of consumer services of the Tatar ASSR - the youngest deputy minister in the Republic. At that time Evgeniy Borisovich was awarded the Order of the Badge of Honor (-the first state award). In 1985 Bogachev became Minister of Consumer Services of the Tatar SSR. The whole empire entitled "Minbyt" was created. In 1986 the all-Union seminar was held in Kazan. The "Lik" fashion theater with its unique fur collection became a real discovery for its participants. Furs were Bogachev's strength, and he created this theater specially for this seminar. But "Lik" didn’t become a sensation for one day, it survived the “Minbyt”, and even after 15 years it still prospers. In 1993 Bogachev resigned as minister. In 1989 at the session of the Supreme Council of the Republic of Tatarstan Evgeniy Bogachev was elected chairman of the National Bank of the Republic of Tatarstan on the recommendation of the President M. Sh. Shaimiev.
In 1996 the Reserve Fund of the President of the Republic of Tatarstan was created upon Bogachev’s project to address the urgent social and economic problems facing the Republic. With the assistance of Bogachev, the Raifa Bogoroditsky Monastery (near Kazan) was rebuilt, a number of temples were restored. The churches and monasteries on the island of Sviyazhsk are being rebuilt. The Foundation for Support and Development of the Historical, Architectural and Natural Complex Raifa-Sviyazhsk was established.
In the autumn of 1998, President Shaimiev applied to Bogachev with a request to take the basketball club UNICS under his wing. The first match with participation of "UNICS" was in the summer of 2002. Bogachev was elected chairman of the board of trustees of the Russian Basketball Federation.
Evgeniy Borisovich Bogachev has been married twice. The first wife is Bella Goltsova. Together they entered the "mail box", where they had undergraduate practice. In 1966 their daughter Olga was born. On August 19, 1979 the disaster struck – Bogachev’s wife and daughter were killed in a plane crash. Only four years later, in 1983, Evgeniy Borisovich decided to start a new family. The second wife - Bogacheva (Mlyukova) Lilia Chulpanovna (born in 1957). Daughter - Olga Evgenievna Bogacheva (1983). Son - Bogdan Evgenievich Bogachev (born in 1996).
