Fujiwara Motohira was born in Japan. The son of Kiyohira, he was Oryoshi (warrior appointed by the Imperial Court for the task of fighting bandits and controling outlaws) in Mutsu.
After succeeding his father, he endeavored to transplant the culture of Kyoto to Hirai- zumi, his headquarters near Sendai, spending all his wealth on the plan. He enlarged and repaired the Chusonji Temple, which his father founded, especially its Konjikido (Golden Pavillion). The pavilion painted with gold dust, became a famous institution for its luxury. Motohira also restored the Moetsuji Temple in Mutsu, which was founded by Jikaku Daishi, a famous priest.
