Career
Fujiwara no Nagakata was appointed Kurodo (an official of the General Affairs Bureau) in 1146. Opposed the removal of the capital to Fukuhara (Kobe) from Kyoto on the ground that the site of the new capital was inconvenient. In 1185, when Shogun Yoritomo Minamoto asked for Imperial sanction of his plan of posting Shugo (military commissioners) in various provinces, he recommended the rejection of the request but in vain.
