In 1951, German Sergeevich graduated from the acting department at the State Institute of Theatrical Art named after A.V. Lunacharsky (now Russian Academy of Theatre Arts), he studied the course designed by I.M. Raevsky. In 1971, he completed the Higher Directing Courses under the Ministry of Culture, the course was designed by A.A. Goncharov.
In 1951-1956, he worked as the artist at the Cheboksary Russian Republican Drama Theater. In 1956-1966, he acted in the Voronezh Drama Theater. In 1968-1983, Kukarnikov founded and directed the folk theater "Rovesnik". Since 1971, he held administrative positions: deputy director (1971-1980), director (1980-1982) of the Theater of Young Spectators, deputy director of the Voronezh Drama Theater (1982-1988). Since 1995, Kukarnikov worked at the Youth Creativity Center.
He was married to Tamara Ivanovna Pavlova.
