Ono-no-Harukaze was appointed Governor of Tsushima (870). When the Ezo (Ainu) Tribe revolted in Dewa Province (Akita Prefecture), he commanded the punitive expedition sent by the Court to that area. Proficient in the Ainu language, he proceeded to the enemy camp all alone unarmed and persuaded the Ainu chieftains to swear allegiance to the Imperial Court. In 890, he was appointed Ukon-e-no-Shosho (Junior General of the Imperial Guard), Governor of Mutsu (northern Japan) and Sanuki (Kagawa Prefecture).
