Herbert Heaton was born on January 5, 1919, in Cliffside Park, New Jersey, United States. He is the son of William C. and Ada (Haskell) Heaton.
Heaton attended public schools in Elizabeth, New Jersey, and Dartmouth College for two years before transferring to Columbia University where he received a Bachelor of Science degree in 1940 and a Master of Science degree in 1947. In 1975, he received a doctorate from Union Graduate School, now Union Institute and University.
Heaton served in the U.S. Navy from September 1941 to December 1945, achieving the rank of Lieutenant Commander. He then served as a partner in major and small accounting firms in New York City before becoming comptroller of The Rockefeller Foundation and later a research professor at Skidmore College. During his career, he was also a co-founder of the Willowemoc Land Conservancy and founder of Support Services Alliance, providing group contracts and services for entrepreneurs.
Herbert Heaton pioneered the notion of health insurance coverage for second opinions and devised a concept for indexing pensions to the rate of inflation. He implemented that indexed pension plan at The Rockefeller Foundation and an editorial in The New York Times called it "A Promising Pension Rescue Scheme." He was the author of five books including "Integrated Auditing," "Productivity in Service Organizations: Organizing for People," and "Running Nonprofit Organizations: Fifteen Essential Steps and Concepts for Board Members and Managers."

Heaton was married to Olga Wroczynski since January 18, 1942. The couple produced 3 children: Pauline Heaton Baker, Clare Heaton Howard and Frances Heaton Brancato.
