Hikoshige Okutsu was born in 1895.
After graduating from Tokyo University with a degree in German literature (1921) was appointed professor at Yamagata Higher School (1922), then assistant professor at Tohoku University (1927) to become professor (1951). In between he was conferred a doctorate for his thesis on Goethe (1943). Later was awarded the Japan Goethe Prize. Together with Takeo Komaki he compiled "Iwanami's German-Japanese Dictionary."
