He graduated from Tokyo University's shipbuilding course (1901) and was appointed professor of same.
He later became dean of the university's School of Science and president of the university (1938). He was also Constructor Vice-Admiral (1926), having been responsible for the designs of practically all important warships of the Combined Fleet of Japan. While president of Tokyo University, he expelled professors of liberal leanings. It was called the Hiraga Purge.
