Mr. Tsai graduated from the Naval Medical College in Tientsin, China. He recieved Doctor of Medicine degree from University of Bordeaux in France and certificate form Cancer Institut, University of Paris.
Hung Tsai worked as assistant to the cancer clinic of Bordeaux and Southwest in France, resident surgeon at St. Jacque's Hospital in Agen, France, assistant at St. Louis Hospital, Tenon Hospital and other hospitals in Paris. He was also a surgeon at the Sacred Heart Hospital in Shanghai, Chinese official delegate to the PanPacific Surgical Conference in Honolulu, health officer to the Anti-plague Service in Chihli Province in 1920, member of the Commission Sino-Belge d'Instruction et de Philanthropic, director of the department of epidemic prevention, Ministry of Health.
Mr. Tsai was author of "Rupture de la Grossesse Extrauterine dans le Ligament Large," and co-author with Dr. Wu Lien-teh of "The Practice of Surgery and Anesthetics in Ancient China".
