Accompanied his father in his flight from the Kyoto Court to Hyogo and then to Tosa (Kochi Prefecture) in the civil war of the Onin Era. After the Hosokawa family, the daimyo of Tosa, declined in power, Fusaie was appointed by Shogun Yoshimasa Ashikaga governor of Tosa. He built Nakamura Castle as his headquarters. Many leading families in Tosa pledged loyalty to Fusaie. He was the founder of the Ichijo family in Tosa. Was given the Court rank of Gondainagon, or Vice-Minister.
