After graduating from the high school №23 named after K.E. Voroshilov in Moscow, Igor entered the construction and technology department of the Moscow Engineering and Construction Institute named after V.V. Kuibyshev. There he was elected deputy secretary of the department of the Komsomol. In 1954 Igor Nikolayevich graduated from the institute with honors.
In 1954 Igor Nikolayevich graduated with honors from the institute and worked for 5 years in the design and engineering office "Industroyproekt", where he later worked as a senior engineer and the head of the group on issues of new technology in construction organizations of the Ministry of Metallurgy of the USSR.
In 1959, Igor Nikolayevich was invited to work at the Central Research Institute of Plant Industry, where until 1968 he worked as the chief engineer of the project and the head of the department. In the years 1959-1960, Igor Nikolayevich was on a business trip in the capital of Albania, Tirana, as the chief specialist consultant in the Ministry of Construction of Albania.
During the period of work at the Central Research Institute for the Housing and Communal Services of 4 years Ponomarev was elected the secretary of the party bureau of the Institute and a member of the Timiryazevsky district committee of the CPSU. In 1968 Igor Nikolayevich was elected the deputy of the district council and the first deputy chairman of the Timiryazevsky executive committee, and in 1971 he became the chairman of it.
In 1984, according to the decision of the Politburo of the CPSU Central Committee,Igor Nikolayevich was delegated to work in Gosstroy USSR, where he worked as the first deputy chairman and a director of the State Committee for Civil Construction and Architecture. In 1987-1994, Igor Nikolayevich worked in the Ministry of Foreign Affairs. In 1987-1990 he was an economic advisor to the Soviet Embassy in Bulgaria, where he worked on the development of technical and economic forms of cooperation within the framework of the CMEA in the automotive, electronic, chemical and petrochemical industries. After 1990 he worked as the manager of the affairs of the Ministry of Foreign Affairs of the USSR and as an adviser to the Minister of Foreign Affairs of the Russian Federation.Igor Nikolayevich was given the diplomatic rank of the Extraordinary and Plenipotentiary Envoy of the first class.
In 1994-1998, he was invited to the Government of Moscow, where in the capacity of the head of the department for organizing the preparations for the 850th anniversary of the founding of Moscow, he dealt with the organizational support and coordination of the work of all structures of the capital government, firms and public organizations for the preparation and holding of jubilee events.
Currently I.N. Ponomarev is the vice-president and a full member of the International Engineering Academy (since 1998), chairman of the public council of the Fund of Veterans of Builders of Moscow. He was repeatedly elected deputy of the Supreme Soviet of the RSFSR (1975-1985), a deputy of the Moscow city and Timiryazevsky district Soviets of People's Deputies.
In 1974, Igor Nikolayevich was elected the first secretary of the Timiryazev District Committee of the CPSU, and a year later he became the secretary of the Moscow City Committee of the CPSU, where he worked until 1984. Because of the preparations to the Moscow "Olympics-80" on behalf of the Bureau of the Moscow City Soviet of the CPSU in 1977-1980, he headed the headquarters for the construction of sports and other facilities for the Olympic Games.
Igor Nikolayevich was repeatedly elected deputy of the Supreme Soviet of the RSFSR (1975-1985), a deputy of the Moscow city and Timiryazevsky district Soviets of People's Deputies.
Igor Nikolayevich is the vice-president and a full member of the International Engineering Academy (since 1998), chairman of the public council of the Fund of Veterans of Builders of Moscow.
His favorite hobby is traveling by car. For many years Igor Nikolayevich and his family traveled almost the entire USSR and Russia: the Caucasus, Central Russia, the Baltic States, Moldova, Ukraine, the Golden Ring, repeatedly visited Rzhev, Nizhny Novgorod, Leningrad.
He prefers reading historical books and memoirs, watching information-analytical shows, meetings with interesting people on TV. He likes going to the theatre, concerts, and watching movies of the 1950s-1970s.
