Ilya Grigorievich was the commander of the combat squad railway workshops in October 1917. In 1918-1923 he served in the Red Army. Then in 1927-1929, Ilya Grigorievich was the chairman of the Voronezh City Council. Under the technical guidance and with the direct participation of Popoynikov were built a number of multi-family residential buildings. Since 1926, he was a member of the bureau of the provincial committee of the All-Union Communist Party (Bolsheviks). In 1931 he returned to the steam engine repair plant (former railway workshops).
He was unreasonably repressed in 1938, sentenced to 5 years of forced labor camps.
As an amateur, Ilya Grigorievich was engaged in artistic cast iron.
