Ilya Zakharovich graduated from the Kiev Conservatory (now Petro Tchaikovsky National Music Academy of Ukraine) in 1949.
Since 1950, Ilya Zakharovich was the principal conductor of the Voroshilovgrad Philharmonic Symphony Orchestra, since 1956, he became the conductor of the Kazakh SSR Symphony Orchestra (Alma-Ata), since 1968, he was the chief conductor of the Alma-Ata Opera and Ballet Theater and associate professor in the conducting class of the Almaty Conservatory. Since 1970, Ilya Zakharovich was the chief conductor and creative director of the Voronezh Opera and Ballet Theater, since 1974 - associate professor in conducting class at the Voronezh State Institute of Arts (now Voronezh State Academy of Arts), since 1978 - the conductor of the Symphony Orchestra of the Voronezh Philharmonic.
His main performances: "The Queen of Spades" by Pyotr Tchaikovsky, "A Masked Ball" by Giuseppe Verdi, "The Bartered Bride" by Bedrich Smetana and others. In Ostrovsky’s repertoire were lots of concert programs.
