After finishing Tokyo Higher Normal School (1928) graduated from Kyushu University (1931).
Appointed assistant professor at Tokyo Higher Normal School (1936). After being promoted assistant professor of law at Tokyo College of Science and Literature (1942), he was invited to teach at Peking University (1924-1944). After World War II, joined Tokyo University of Education (1952) and since 1953 has been Dean of its Faculty of Literature. Is director of Japan Public Law Society. Among his works are "The Chinese Constitution," "The Outlines of Constitution" and several thesis on the history of the Meiji Constitution.
