Anchukov was born on 26th November 1950 in Sredny Ikorets village, Liski district, Russia.
Since 1968 Anchukov lived in Voronezh. In 1974 he graduated from Faculty of Applied Mathematics and Mechanics in Voronezh State University.
In 1974-1988, he worked at Voronezh aircraft factory and factory “Processor” as engineer, in 1988-1990 – at the "Komunna" newspaper as a picturer, in 1990-1992 – at the "Voronezhsky Kur’er" newspaper as a deputy executive editor. Since 1992 Anchukov was a director of the publishing and printing firm “IAN” (which is “Polyart” since 2003).
Anchukov was a participant of more than 100 exhibitions, festivals, contests of satirical draughts in Russia and abroad (since 1974). He published more than 2000 pictures in various editions, illustrated 15 books for Voronezh and Moskow publishing houses, published 8 cartoon books. He is the diploma and prize winner of more than 30 national, all-Union, international contests of satirical draughts.
In 2000 an exhibition of humorous graphics by Ivan Alekseevich was held in the Voronezh Regional Art Museum named after I.N. Kramskoy.
Since 1994 Anchukov is a member of the Union of Journalists.
