Ivan Pavlovich Furmenko was born on February 6, 1912, in Petrovskoye, Paninsky District, Voronezh oblast, Russian Federation.
In 1930 Ivan Pavlovich graduated from school at the station Pereleshino, in 1932 he graduated from a workers' faculty at Voronezh State University. And in 1937 he graduated from the medical faculty of the Voronezh State Medical Institute (now Voronezh State Medical University named after N.N. Burdenko).
From 1938 to 1941 Ivan Pavlovich worked as the chief doctor of the anti-tuberculosis dispensary in Khrenovoye village, Bobrovsky district, Russian federation. He also worked as deputy head of the Voronezh Regional Department of Health in 1941. He was a member of the Great Patriotic War.
In 1948-1950 Ivan Pavlovich worked as the head of the Voronezh city, and from 1950 to 1963 Regional Health Department. Since 1963 he was the head of the department of social hygiene and healthcare organization and in 1963 became the rector of the Voronezh State Medical Institute. Ivan Pavlovich was the chairman of the Voronezh branch of the All-Russian Scientific Society of Medical Historians, as well as the chairman of the regional Peace Committee.
Ivan Pavlovich was a member of the Soviet National Committee of the International Medical Association for the Study of Living and Health Conditions at the USSR Academy of Medical Sciences, a member of the editorial board of the Healthcare of the Russian Federation magazine, chairman of the Voronezh branch of the All-Russian Scientific Society of Medical Historians, member of the Council of the Higher Medical School of the USSR Ministry of Health, chairman Regional Peace Committee, chairman of the Voronezh branch of the All-Russian Scientific Society of Historians of Medicine.
