Winn was born on August 22, 1958 in Buffalo, New York, United States; the daughter of Francis Joseph Ginnett and Jane Marie (Barrett) Ginnett.
Winn studied at Hinsdale South High School from 1972 to 1976. In 1980, she earned her Bachelor of Arts degree in Radio and Television from the University Arizona.
Winn began her career as a loan officer at J. P. Morgan Chase Bank, N. A. in 1993 and held it for six years. In 2000, she became a mortgage broker at Optimum Finance.
Since 2011 Kathleen has been a director of the Community Outreach and Education Division at the Arizona Attorney General’s Office. There she organized and coordinated statewide outreach events in order to communicate with vulnerable populations statewide, regarding scams, dangerous substances, predatory behavior, Veteran affairs and how to protect Arizona constituents and their families. Also Kathleen is an executive director of AZMen and co-chairs the Arizona Anti-Trafficking Network.
Kathleen has founded a homeless shelter for women and children in the state of Arizona. She has organized the Arizona Identity Theft Coalition.
Kathleen also played a vital role in the creation of the Arizona Military Outreach Taskforce known as CAMO where community leaders, key stake holders in government, military and community organizations address problems and issues associated with our Military and Veteran population.
She also directed the creation of the Attorney General’s Taskforce Against Senior Abuse known as TASA.
Winn loves Jesus Christ and shows it with her joy-filled personality and love for others. She enjoys mentoring young women, teaching a ladies bible study and is a Women’s Forum Facilitator who has partnered with other Pinnacle Forum Partners to impact culture with the redemptive gospel message of Jesus Christ.
On August 7, 1988 Kathleen Winn married John H. Westberg, with whom she divorced on August 27, 1998. They have four children - Melissa G. (Winn) Proctor, Kimberlee M. (Winn) Proctor, Barrett Westberg and Paige L. Westberg. On August 29, 1999 she married Albert Leroy Winn. They have three stepchildren - Christopher A. Winn, Ashley E. Winn and Arianne K. Winn.
