In 1924 Kameyama Koichi graduated from German Law Department of Tokyo University.
After the graduation Koichi Kameyama entered Home Ministry and became chief of Medical Affairs Section of Public Health Bureau, director of Police Department of Aichi Prefecture, director of General Affairs Department of Hyogo Prefecture, director of the 3rd Department of Cabinet Planning Board, Governor of Fukushima Prefecture, counselor of Tohoku (North-Eastern Japan) Bureau of the cabinet and director of Public Health Bureau and Labor Bureau of Welfare Ministry and thereafter served as Vice-Minister of Welfare (1945-1946). Held additional posts of president of Atosato bulphur Mining Industry, counselor of Japan Seamen's Aid Association and Railway Mutual Association, permanent director of Central Executive Committee of Progressive Party.
