Kuranosuke was born in 1837 in Saga, Japan.
Kuranosuke graduated from the Nagasaki Naval School and served in the navy of the Saga Clan.
Kuranosuke was commissioned commander in the Imperial Navy in 1870. After he became rear-admiral, in 1873 he went to Britain and brought to Japan a group of English naval teachers. Was appointed director of the Naval Academy and in 1878 was promoted to vice-admiral. He was subsequently director of the Yokosuka Naval Shipyard, commander of the Yokosuka and Kure Naval Bases, in 1892 the director of the Naval College. When the Naval General Staff was established the following year, he was appointed its chief and afterward a member of the Privy Council.
