While a student of Dutch learning he began taking interest in statistics.
Career
Kyoji Sugi distinguished himself by taking a census of Shizuoka Prefecture (1869) and became an official of the Home Department (1870). Wrote Koeki Tsilshi (A Summarized History of Trade) and other books.
