Leonard Alexandrovich graduated from the philological department of the faculty of history and philology of Voronezh State University (1951).
Leonard Alexandrovich Machnev was a director of the I.S. Nikitin house museum (1952-1962). Under the leadership of Machnev memorial house of the poet was fully restored, a new subject-exposition plan was developed, the museum collections were greatly expanded, including materials related to Alexander Ivanovich Ertel. Concurrently, director of the Voronezh Regional Museum (1960-1962). He was a director of Regional Film Distribution (1963-1988).
