Background
Magoshichiro Sugi was born in 1835. He was the second son of Goroemon Ueki, a retainer of the Choshii Clan (Yamaguchi Prefecture). He was adopted by Hikonoshin Sugi, another retainer of the clan.

Magoshichiro Sugi became a page of the clan lord (1860). He toured Europe as member of Shogunate delegation (1862).
He served as a staff officer in the troops of Choshu Clan when they fought the Shogunate expeditionary forces. In the Shogumate-Imperialist clash at Toba (1868), he was a staff officer of the Imperial forces.
Magoshichiro Sugi was appointed a high official of Yamaguchi Prefecture (1870) and subsequently governor of Akita Prefecture vice-minister of Impenal Household' Department, chief of Imperial Archives Bureau and director of Impenal Palace Construction Office. He was made a Viscount and Privy Councilor (1887).
