Masakazu Toyama was born on October 23, 1848 in Tokyo, Japan.
After studying English at the School of Western Affairs was sent to London Preparatory College, England, for further studies by the Shogunate (1866). After the Meiji Restoration was again sent abroad (1870), this time to study philosophy and science at the University of Michigan.
Returning home (1876) Masakazu Toyama was appointed professor at Tokyo University and then dean of the Faculty of Literature (1876). He was a member of House of Peers and president of Tokyo University (1897), and Minister of Education (1898).
