Masamichi Royama was born in Niigata Prefecture in 1895.
He graduated from the Political Science Section, Law Department of Tokyo University (1920).
After graduation, he organized the Shinjinkai Society and published the magazine Shaloai Shiso. He wrote articles about British socialism from an anti-Marxist viewpoint for the magazine. Also wrote on political subjects while teaching.
In 1934 he accompanied Prince Fumimaro Konoe the United States, where he lectured on Far Eastern problems. During World War II, he resigned when Professor Eijiro Kawai was expelled from the university. He became a member of Prince Konoe's brain trust and took a leading part in Konoe's wartime administration.
After the war he was purged from public office for having been a leadmg member of the wartime Imperial Rule Assistance Association.
He was depurged (1950). A social democrat he is known as an authority on administrative science. Wrote many books.
