Masataka Toyoda graduated from Law Department of Tokyo University 1925.
Entered Commerce & Industry Ministry and became Vice-Minister of Commerce & Industry (1945). Made official tour of Europe and America. Served as chief director of Shoko Kumiai Chiio Kinko (Central Depository of Commerce & Industry Union) (1947-1953). Founded and became chairman of Nihon Chiisho Kigyo Remmei (Japan Small & Medium Enterprises League) (1948). Elected to House of Councilors (1953). Appointed chairman of General Assembly of Chusho Kigyo Dantai Remmei (Federation of Small & Medium Enterprise Organizations) (1954).
Held various additional posts including those of chairman of Kokumin Kinyii Shingikai (People's Finance Council), member of Fukko Kinyii Shingikai (Rehabilitation Finance Council), permanent director of Federation of Economic Organizations and . counselor of Tokyo Chamber of Commerce & Industry.
