In 1795 Mikhail Leontievich graduated from the noble board at Moscow University.
Mikhail Leontievich was conscripted for military service in 1795-1798. Since 1798 he served in the College of Foreign Affairs. Since 1803, worked as the head of the department in the Expedition of State Improvement of the Ministry of Internal Affairs, where he got close with the reformer M.M. Speransky.
Since 1810, State Secretary of the Law Department of the State Council. In March 1812 Mikhail Leontievich was arrested in the case of Speransky and exiled to the city of Vologda. In August 1816, he was “absolved,” and was appointed Voronezh Vice-Governor. In this post, he revealed significant excesses of the local authorities.
Mikhail Leontievich was appointed governor of Simbirsk province (now: Simbirsk, Ul'yanovsk region) from 1817 to 1819. Since 1819, became close with the Minister of Spiritual Affairs and Public Education, Prince A.N. Golitsyn, was appointed a member of the main board of schools.
At the beginning of 1819, Mikhail Leontievich was entrusted with the revision of the University of Kazan, at the end of which he proposed either to “destroy” the university or to conduct its radical reorganization in a conservative spirit. He was a trustee of the Kazan School District (1819-1826), where he carried out a counter reform in the field of education. In 1820-1823, he participated in the work of the Censorship Charter Committee, the main provisions of which later formed the basis of the so-called cast-iron charter in 1826. In 1824, contributed to the resignation of A.N. Golitsyn as minister. In 1826 Mikhail Leontievich was charged with embezzlement of funds, dismissed and exiled to the city of Revel, in the year 1834 transferred to Odessa, in 1839 to Kherson, he returned to Odessa in 1841.
Mikhail Leontievich had a rather changeable character, was inclined to mimic other people in a playful way, inventing funny stories.
