He graduated from Law Department, Tokyo University in 1898.
Minoru Oka became a councilor of the Legislative Bureau and then an official of the Agriculture and Commerce Ministry. Upon the death of President Hikoichi Motoyama of those newspapers, he became board chairman.
He was appointed chief of the Engineering Bureau of above ministry in 1910 and the Commerce Bureau in 1912. In 1922, he became a director and then vice-president of the Osaka Mainichi and Tokyo Nichinichi newspapers.
