As member, Military-Revol Staff, helped prepare armed uprising against Azer democratic government. 1920-1921 after establishment of Soviet regime in Azer, Azer People's Commissar of Finance. Chairman, Higher Economy Council, Azer Council of People's Commissar.
Then Azer People's Commissar of Foreign Affairs. 1922 Russian Soviet Federative Socialist Republic Deputy People's Commissar of Nationalities. 1923-1929 deputy chairman, Council of People's Commissar, People's Commissar of Foreign Affairs, then People's Commissar of Finance, Transcaucasian SFSR.
1930-1933 first secretary, Central Committee, Communist Party Tadzhikistan Delegation at 14th and 16th All-Union Communist Party (Bolsheviks) Congresses. Towards the end of his life worked for Russian Soviet Federative Socialist Republic People's Commissariat of Education in Moscow.
Arrested by State Security organs.
