Chin Pao-shan obtained Doctor of Medicine degree from Chiba University, Japan, in 1918 and Certified in Public Health degree, Johns Hopkins University, U.S.A., in 1927.
Between 1920 and 1929 Mr. Chin was medical officer of the Isolation Hospital in Peking. He also served as a professor at the National Medical College and Army Medical College, Peking. Chin Pao-shan acted as a director and technical expert, National Epidemic Prevention Bureau. Mr. Chin was a chief of the division of medical service, Public Health Demonstration Station, Peking. Later he held the post of a health commissioner, Hangzhou. Since October, 1928, he was a director of the department of health and sanitation, National Health Administration. Chin Pao-shan took up the post of a chief editor of Chinese section of the National Medical Journal of China in 1927-1928.
