Graduated from the Novo-Alexandria Institute of Agriculture and Forestry in 1917.
From 1918 to 1929, Pavel was the head of the Novo-Urensky Experimental Station. In 1929, he became director of the Kherson Experimental Station, at the same time he was a senior lecturer and then head of the Department of Plant Industry of the Kherson Agricultural Institute, where we spent 9 years. In 1938 he became professor, and a a year later, deputy director at the Voronezh Agricultural Institute, his tenure lasted till 1946.
His research topics were: agrotechnology cultivation of grain, cereals, industrial and fodder crops; introduction of new crops and irrigated agriculture, he was the author of more than 300 works.
