He studied at the Tambov Musical College (1916-1922), the Leningrad Conservatory (now Saint Petersburg Conservatory) (1922-1929, the class of Professor M.O. Steinberg and Professor N.A. Malko).
Pavel Petrovich worked with philharmonic orchestras in Saratov, Stalingrad, Odessa, Voronezh. Conducted the united symphonic orchestra, the Philharmonic choir and the choir of the Comintern Club at the Decade of Soviet Music in Voronezh in 1939, and in the 1939-1940 season conducted the orchestra at the Voronezh Drama Theater in the performance " A Midsummer Night's Dream'' by William Shakespeare. Since 1961 he lived in Moscow.
Waldgardt created over 200 songs and romances, music for many dramatic performances. He responded (together with V. Bobrovsky) to the concert of pianist G.I. Romanovsky with note in the newspaper Kommuna (1939, December 31).
