He graduated from Shanghai College (now University of Shanghai) and later studied at Columbia and New York Universities.
Chu Percy served in the Central Bank of China as a chief auditor from 1928 to 1932 and was appointed liquidator of the Russo-Asiatic Bank, Shanghai, in 1929. Later he held the post of a general manager of the Joint Reserve Board of the Shanghai Bankers' Association, Shanghai.
