1892 graduate Faculty of Physics and Mathematics, Novorossiysk University, Odessa. 1896 graduate Saint St. Petersburg Institute of Communications Engineer.
1896-1900 studied hydroelectr plants and electr railroads in Western Europe and United States of America. 1900-1917 designed and supervised construction of railroads in southern and eastern Russia. Helped to plan and build Saint St. Petersburg street-car system.
1905 designed power plant on Malaya Imatra River. 1910-1911 planned power plant on Volkhov River. 1917-1918 head, Electr Engineer Section, Railroad Board, Russian Soviet Federative Socialist Republic Minister of Means of Communication.
1918-1920 assistant chief engineering, 1921-1927 chief engineering and construction mang, Volkhov Hydroelectr Plant. Simultaneously worked for State Commission for the Electrification of Russia. 1928-1938 chief engineering and construction mang, Lower Svir Hydroelectr Plant, which now bears his name.
1938-1945 chief inspector for the construction of hydroelectr power plants, Union of the Soviet Socialist Republics People's Commissariat (Minister) of Power Stations. During World War 2 simultaneously in charge of the construction of hydroelectr plants in Uzbek and Armenian 1907-1921 lecturer, from 1921 professor and 1945-1949 head, Chair of Power Stations, Saint St. Petersburg (Leningrad) Electr Engineer Institute.
Member, Union of the Soviet Socialist Republics Central Executive Committee.
Member, Union of the Soviet Socialist Republics Academy of Sciences from 1932.
